It appears to me that the tower is going through some refurbishing or repairing and the advertisement is just covering up the ugly underside. I am thinking it is for an art exhibit. I love trying to figure out what the images in a shot are when I am not sure. Let me know how I came out with my guesses and have a nice Sunday.
